The National Taxpayer Advocate, Erin Collins, recently issued her 2025 Annual Report to Congress. In it, she warns that the combination of staff reductions and significant retroactive changes in the tax law have created challenges for taxpayers and the IRS alike for the 2026 tax filing season. Among other things, the report examines the challenges the IRS will face in balancing telephone service with case processing and the potential risks of outsourcing the processing of paper-filed tax returns. The good news is that, despite these challenges, Collins writes that most taxpayers will be able to file their returns and receive their refunds without delay.
